البيان الختامي لقمة دول جوار السودان

بدعوة من السيد الرئيس عبد الفتاح السيسي، رئيس جمهورية مصر العربية، شارك رؤساء دول وحكومات جمهورية أفريقيا الوسطي، وتشاد، وإريتريا، وإثيوبيا، وليبيا، وجنوب السودان، في قمة لدول جوار السودان بالقاهرة يوم ۱۳ يوليو ،۲۰۲۳، بحضور رئيس مفوضية الاتحاد الأفريقي وأمين عام جامعة الدول العربية، لبحث كيفية معالجة الأزمة السودانية حيث توافق المشاركون على ما يلي:

1. الإعراب عن القلق العميق إزاء استمرار العمليات العسكرية والتدهور الحاد للوضع الأمني والإنساني في السودان، ومناشدة الأطراف المتحاربة على وقف التصعيد والالتزام بالوقف الفوري والمستدام لإطلاق النار لإنهاء الحرب، وتجنب إزهاق أرواح المدنيين الأبرياء من أبناء الشعب السوداني وإتلاف الممتلكات.

2. التأكيد على الاحترام الكامل لسيادة ووحدة السودان وسلامة أراضيه، وعدم التدخل في شئونه الداخلية، والتعامل مع النزاع القائم باعتباره شأناً داخلياً، والتشديد على أهمية عدم تدخل أي أطراف خارجية في الأزمة بما يعيق جهود احتوائها ويطيل من أمدها.

3. التأكيد على أهمية الحفاظ على الدولة السودانية ومقدراتها ومؤسساتها، ومنع تفككها أو تشرذمها وانتشار عوامل الفوضى بما في ذلك الإرهاب والجريمة المنظمة في محيطها، وهو الأمر الذي سيكون له تداعيات بالغة الخطورة على أمن واستقرار دول الجوار والمنطقة ككل.

4. أهمية التعامل مع الأزمة الراهنة وتبعاتها الإنسانية بشكل جاد وشامل يأخذ في الاعتبار أن استمرار الأزمة سيترتب عليه زيادة النازحين وتدفق المزيد من الفارين من الصراع إلى دول الجوار، الأمر الذي سيمثل ضغطاً إضافياً على مواردها يتجاوز قدرتها على الاستيعاب، وهو ما يقتضي ضرورة تحمل المجتمع الدولي والدول المانحة لمسئوليتهما في تخصيص مبالغ مناسبة من التعهدات التي تم الإعلان عنها في المؤتمر الإغاثي لدعم السودان، والذي عقد يوم 19 يونيو ۲۰۲۳ بحضور دول الجوار.

5. الإعراب عن القلق البالغ إزاء تدهور الأوضاع الإنسانية في السودان، وإدانة الاعتداءات المتكررة على المدنيين والمرافق الصحية والخدمية، ومناشدة كافة أطراف المجتمع الدولي لبذل قصارى الجهد لتوفير المساعدات الإغاثية العاجلة لمعالجة النقص الحاد في الأغذية والأدوية ومستلزمات الرعاية الصحية، بما يخفف من وطأة التداعيات الخطيرة للأزمة على المدنيين الأبرياء.

6. الاتفاق على تسهيل نفاذ المساعدات الإنسانية المقدمة للسودان عبر أراضي دول الجوار، وذلك بالتنسيق مع الوكالات والمنظمات الدولية المعنية، وتشجيع العبور الآمن للمساعدات لإيصالها للمناطق الأكثر احتياجاً داخل السودان، ودعوة مختلف الأطراف السودانية لتوفير الحماية اللازمة لموظفي الإغاثة الدولية.

7. التأكيد على أهمية الحل السياسي لوقف الصراع الدائر، وإطلاق حوار جامع للأطراف السودانية يهدف لبدء عملية سياسية شاملة تلبي طموحات وتطلعات الشعب السوداني في الأمن والرخاء والاستقرار.

8. الاتفاق على تشكيل آليه وزارية بشأن الأزمة السودانية على مستوى وزراء خارجية دول الجوار، تعقد اجتماعها الأول في ندجامينا، لاتخاذ ما يلي:

وضع خطة عمل تنفيذية تتضمن وضع حلول عملية وقابلة للتنفيذ لوقف الاقتتال والتوصل إلى حل شامل للأزمة السودانية عبر التواصل المباشر مع الأطراف السودانية المختلفة، في تكاملية مع الآليات القائمة، بما فيها الايجاد والاتحاد الأفريقي.

تكليف آلية الاتصال ببحث الإجراءات التنفيذية المطلوبة لمعالجة تداعيات الأزمة السودانية على مستقبل استقرار السودان ووحدته وسلامة أراضيه، والحفاظ على مؤسساته الوطنية ومنعها من الانهيار، ووضع الضمانات التي تكفل الحد من الآثار السلبية للأزمة على دول الجوار، ودراسة آلية إيصال المساعدات الإنسانية والاغاثية إلى الشعب السوداني.

تعرض الآلية نتائج اجتماعاتها وما توصلت إليه من توصيات على القمة القادمة لدول جوار السودان.

Communique of Sudan’s Neighboring States Summit

Cairo 13th of July 2023

Upon the invitation of H.E. Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, the heads of state and governments of the Central African Republic, Chad, Eritrea, Ethiopia, Libya and South Sudan, with the presence of the Chairman of the African Union Commission and the Secretary General of the League of Arab States, met in Cairo on July 13, 2023 to attend the “Sudan’s Neighboring States Summit”. They discussed various aspects of the situation in Sudan and deliberated on possible solutions to end the crisis. The leaders agreed on the following:

1-Expressing their deep concern regarding the ongoing military confrontations and the continuous deterioration of the security and humanitarian situations in Sudan. The leaders called on the parties to the conflict to de-escalate the situation and commit to an immediate and sustainable cease-fire to end the war, and avoiding further loss of innocent civilian Sudanese lives and destruction of property.

2- Affirming their full respect for the sovereignty, unity and territorial integrity of Sudan. The leaders agreed that the current conflict is an internal Sudanese affair, and stressed the need for ending any external interferences in the crisis. Such interferences protract the conflict and obstruct efforts to contain its escalation and reach an agreed settlement that will restore stability and security in Sudan.

3- Reiterating the importance of preserving the Sudanese State and its institutions, and preventing the fragmentation of the country, or descent into chaos that could lead to the spread of terrorism and organized crime, and other serious impacts on the national security of neighboring states and overall regional stability.

4- Stressing the utmost priority of formulating a comprehensive approach to addressing the current crisis and its humanitarian ramifications, including pertaining to those internally displaced and the growing influx of refugees fleeing the conflict to neighboring states, a challenging situation that creates growing pressure on the resources of neighboring states. The leaders called on the international community and donor countries to shoulder their responsibility through upholding pledges made at the “Ministerial-level Pledging Event to Support the Humanitarian Response in Sudan and the Region”, attended by Sudan’s neighboring states on June 19, 2023.

5- Expressing grave concern regarding the deterioration of the humanitarian situation in Sudan, and condemning the repeated attacks on civilians, healthcare facilities and public services outlets. The leaders also called on the international community to step up efforts to provide crucial humanitarian aid, and to address urgent shortages in food and medical supplies in Sudan, as a measure towards alleviating the serious hardships caused by the crisis on innocent civilians.

6- Agreeing to facilitate the entry of humanitarian aid provided to Sudan through the territories of neighboring states, in coordination with relevant international agencies and organizations, and to strongly promote the establishment of safe passage for aid deliveries to the most affected and vulnerable areas. In this context, the leaders urged various Sudanese parties to provide the necessary protection for humanitarian assistance and personnel and to facilitate their mission in delivering assistance to those in need.

7- Emphasizing the pressing need for a political solution to stop the ongoing conflict. To this end, the leaders called for an inclusive and comprehensive national dialogue between Sudanese parties, prioritizing the aspirations and prosperity of the Sudanese people through the restoration of stability and security to the country.

8- Agreeing to form a Ministerial Mechanism comprised of foreign ministers of Sudan’s neighboring states to coordinate common efforts to resolve the current conflict. The Ministerial Mechanism shall hold its first meeting in N’Djamena and will be mandated to take the following measures:

A- Develop an action-plan that includes practical steps towards stopping the fighting and reaching a comprehensive solution to the crisis through direct communication with various Sudanese parties, in complementarity with the existing mechanisms, including the IGAD and AU.

B- Discuss measures required to address the impact of the crisis on the future of Sudan’s stability, unity and territorial integrity, as well as to protect and preserve Sudan’s national institutions. The Ministerial Mechanism shall also discuss steps to contain the negative effects of the crisis on neighboring states, and agree on a delivery mechanism to provide humanitarian aid and relief to the Sudanese people.

C- The Ministerial Mechanism shall present its recommendations to the next Sudan’s Neighboring States Summit.

Déclaration du Sommet des Pays Voisins du Soudan

Le Caire, 13 juillet 2023

Sur l’initiative de son Excellence Monsieur le Président Abdel Fattah El-Sissi, Président de la République Arabe d’Egypte, les Chefs d’État et de Gouvernement de la République Centrafricaine, du Tchad, de l’Érythrée, de l’Éthiopie et du Soudan du Sud, ainsi que le Présidant de la Commission de l’Union Africaine et le Secrétaire Général de la Ligue des Etats arabes se sont réunis au Caire le 13/07/2023 pour prendre part au « Sommet des Pays Voisins du Soudan ». Ils ont discuté divers aspects de la situation au Soudan et ont délibéré sur les issues possibles afin de mettre un terme à la crise soudanaise. Les leaders se sont convenus de ce qui suit:

1-Exprimer une profonde inquiétude à l’égard de la persistance des confrontations militaires ainsi que la détérioration continue de la situation sécuritaire et humanitaire au Soudan. Les leaders ont appelé les parties au conflit à désamorcer la situation et à s’engager à un cessez-le-feu immédiat et durable afin de mettre un terme a cette guerre et d’éviter les pertes de vie parmi les civils innocents soudanais ainsi que la destruction de biens.

2-Affirmer le respect intégral de la souveraineté, de l’unité et de l’intégrité territoriale du Soudan. Les leaders se sont accordé sur le fait que le conflit actuel est une affaire interne soudanaise, tout en soulignant l’importance de mettre un terme à toute ingérence extérieure. De telles ingérences le conflit et entravent les efforts exercés pour aboutir à un règlement concerté afin de rétablir la stabilité et la sécurité au Soudan.

3-Réitérer l’importance de préserver l’État soudanais et ses institutions et d’éviter la fragmentation du pays, son sombrement dans le chaos qui pourrait conduire à la propagation du terrorisme et du crime organisé, ainsi que d’autres répercussions graves sur la sécurité nationale des Etats voisins et la stabilité régionale.

4- Réitérer la priorité absolue de formuler une démarche intégrée afin d’adresser la crise actuelle et ses ramifications humanitaires relatives aux personnes déplacées internes et au flux continu de refugies fuyant le conflit vers les pays voisins, ce qui constitue une situation délicate, alimentant une pression accrue sur leurs ressources des Etats voisins. Les leaders ont appelé la communauté internationale et les bailleurs de fonds à assumer leurs responsabilités en honorant leurs engagements annoncés lors de « l’évènement ministériel de donateurs pour la réponse humanitaire » auquel ont assisté les Etats voisins du Soudan le 19 juin 2023.

5-Exprimer sa profonde inquiétude à l’egard de la détérioration de la situation humanitaire au Soudan et condamner les attaques répétées contre les civils, les établissements de santé et de services publics. Les leaders ont également lancé un appel à la communauté internationale afin de redoubler ses efforts pour la provision de l’aide humanitaire cruciale et afin de remédier à la grave pénurie de nourriture et de fournitures médicales au Soudan, en tant que mesure visant à atténuer les graves répercussions de la crise sur les civils innocents.

6- s’accorder à faciliter l’entrée de l’aide humanitaire fournie au Soudan à travers les territoires des pays voisins, en coordination avec les agences et organisations internationales concernées; et vivement promouvoir l’instauration de couloirs sûrs, rapides et sans entraves pour faciliter l’acheminement de l’aide humanitaire vers les zones les plus affectées et les plus vulnérables. Dans ce contexte, les leaders ont exhorté les différentes parties soudanaises à assurer la protection nécessaire au personnel humanitaire international et de faciliter leur mission de délivrer l’assistance aux nécessiteux.

7-Souligner la nécessite urgente d’une solution politique pour mettre fin au conflit en cours. A cette fin, les leaders ont appelé à un dialogue national inclusif entre les parties soudanaises, privilégiant les aspirations et la prospérité du peuple soudanais, en rétablissant la stabilité et la sécurité au pays.

8- s’accorder à former un mécanisme ministériel comprenant les Ministres des affaires étrangères des pays voisins, afin de coordonner les efforts communs pour résoudre le conflit actuel. Le mécanisme ministériel tiendra sa première réunion au N’Djamena et sera mandaté d’entreprendre les mesures suivantes :

a- Formuler un plan d’action qui comprenne l’élaboration de solutions pratiques pour mettre un terme aux combats et parvenir à une solution inclusive à la crise soudanaise via un engagement direct avec les différentes parties soudanaises, en complément avec les mécanismes existants, notamment ceux relatifs à l’IGAD et l’Union Africaine.

b- Délibérer des mesures nécessaires afin de faire face aux répercussions de la crise soudanaise sur l’avenir de la stabilité, de l’unité et de l’intégrité territoriale du Soudan, et de préserver ses institutions nationales. Le mécanisme ministériel discutera également les étapes nécessaires afin de contenir les effets négatifs de la crise sur les pays voisins et s’accorder sur un mécanisme d’acheminement de l’aide humanitaire et de secours au peuple soudanais.

c- Le mécanisme ministériel présentera ses recommandations au prochain Sommet des Pays Voisins du Soudan.
